The Privacy Act of 1974 (Privacy Act) (5 U.S.C. 552a):
- Requires the Postal Service to notify an individual, upon request, whether records about the individual exist in a Postal Service system of records, unless protected from such notification by law.
- Requires the Postal Service to provide an individual, upon request, access to records about the individual in a Postal Service system of records, unless otherwise protected from such access by law.
- Only permits or requires the Postal Service under limited circumstances to disclose to a third party, upon request, records about an individual in a Postal Service system of records.

This chapter provides the procedures for a records custodian or other Postal Service employee to follow when responding to a notification, access, or disclosure request under the Privacy Act.
