A. Explanation. This new handbook is designed to help mailers determine whether or not to
apply for Periodicals mailing privileges from the United States Postal Service and, if so,
how to proceed.
B. Availability.
• Nonpostal users. This handbook is available on the Internet at www.usps.com - click
on Info, then Postal Periodicals and Publications, then Handbooks (either PDF Format or
Text Format), and then Handbook DM-204.
• Postal Service personnel. This handbook is available on the corporate intranet at
http://blue.usps.gov - click on Information, then Policies & Procedures, then HBKs,
and then the title of the handbook.
