2-13.1 Javits-Wagner-O’Day Act (41 U.S.C. 46—48c)

The Javits-Wagner-O’Day Act (41 U.S.C. 46—48c) requires that the Postal Service and other Federal agencies purchase certain supplies and services from qualified workshops that employ people who are blind or severely disabled. The Committee for Purchase from People Who Are Blind or Severely Disabled determines which supplies and services must be purchased and their price. Supplies and services provided by people who are blind or severely disabled are listed in the Committee’s Procurement List, available at the Committee’s Web site (www.jwod.com). Additions and deletions are published in the Federal Register as they occur.

Supplies and services must be ordered from the central nonprofit agency designated on the Procurement List or from the workshops concerned and may not be purchased from commercial sources unless authorized by the agency or the Committee for Purchase from People Who Are Blind or Severely Disabled, which is authorized to grant an exception based on time and volume requirements.
