OUTBOUND INTERNATIONAL MAILING OF LITHIUM BATTERIES

Until January 2013, the Postal Service will not be able to accept packages containing lithium batteries and electronic devices containing lithium batteries addressed to international destinations. This includes mail destined to, or from, APO (Army Post Office), FPO (Fleet Post Office) and DPO (Diplomatic Post Office) locations.

This change is required by the standards of the International Civil Aviation Organization (ICAO) and the Universal Postal Union (UPU), both of which currently prohibit lithium batteries in mail shipments that are carried on international commercial air transportation.

This change will not apply to packages containing lithium batteries and electronic devices containing lithium batteries when mailed within the United States on domestic commercial air or ground transportation.

International organizations apply different rules to the carriage of lithium batteries in mail shipments carried on commercial aircraft as compared to domestic requirements.

We anticipate that by January 2013, international aviation rules will be changed to allow mailing of lithium batteries when installed in the personal electronic devices they are intended to operate.

USPS is working with expert organizations to determine if any new exceptions can be developed prior to January 2013. Further announcements will be made should USPS be able to accept lithium batteries in certain types of mail shipments as soon as any new options become available.

Currently, mail from the United States to all countries is being handled under normal operating conditions, with these exceptions (Effective 05/03/12):

All EMS, Air Parcels and Surface Airlift (SAL) Mail originating in the People's Republic of China may be subject to delay due to limited air transportation until further notice. Cuba
Service is limited to letters in the usual form, Braille letters for the blind, postcards, and printed matter items sent as First-Class Mail International, International Priority Airmail (IPA) or International Surface Air Lift (ISAL) mailings. Priority Mail International parcel service is not available, but the Priority Mail International Flat-Rate Envelope may be mailed. Prior to mailing, customers need to contact the Office of Foreign Assets Control (OFAC) in the U.S. Department of the Treasury for general provisions governing U.S. Department of the Treasury sanctions and for comprehensive information about goods and service that may not be imported to or exported from Cuba. France
The postal administration of France has advised that the one-day warning strike held Tuesday, March 27, 2012 by the union representing the Groundhandler and Security staff is over.

As a result of the warning strike:

  • approximately one-third of the daily flights are cancelled or delayed
  • LH has cancelled 400 Inbound and Outbound, Domestic, Continental, and Intercont-flights
  • Postal flights are massively affected, please expect delays Inbound and Outbound for the next two days.

Guatemala
The designated postal administrator of Guatemala has advised that heavy rains since Thursday, October 13, 2011 have led to landslides, swelling of the main rivers, and the destruction of bridges. As a result, mail collection and delivery is suffering disruption in the following areas:

Honduras
The postal administrator of Honduras (Rep.) advised on October 20, 2011 that the Government has declared a state of national emergency as a result of the heavy rains that have been falling in the country since October 10, 2011. The rain is expected to continue over the next few days and postal services may be affected until further notice. Back to Top ›

India
The designated administrator of India (India Post) advised in a letter dated October 10, 2011 that an earthquake measuring 6.9 on the Richter scale struck the state of Sikkim and other parts of northeastern India on September 18, 2011.  This was followed by two more quakes of lower intensity during the night intervening September 18 and 19, 2011.  They also report incessant rain and landslides in the hilly areas of Sikkim and Darjeeling Distt (West Bengal).  As a result, Postal services in these areas have been disrupted until further notice. Indonesia
The postal administration of Indonesia has advised that some of its postal infrastructure sustained serious damage due to the recent earthquakes in Indonesia, particularly in Padang (postcodes 252xx), Pariaman (postcodes 255xx), Padang Pariaman (postcodes 253xx), Bukit Tinggi (postcodes 261xx), Pasaman Barat (postcodes 263xx), Agam (postcodes 261xx), and Solok. Italy
The postal administrator of Italy has advised that, owing to a 24-hour air transport strike on Friday, January 27, 2012, most international flights arriving at or departing from Milan Malpensa and Linate airports will be severely delayed, and a number will be cancelled. Poste Italiane apologizes in advance for any delays or other problems with the processing or delivery of postal items.

The postal administration of Italy has advised that many people living in the areas affected by the earthquake in central Italy have moved to hotels on the coast or are staying with relatives and friends away from the earthquake zone. Before sending letters, parcels or EMS items, senders should check where the addressees are actually based in order to allow quick delivery of their items to their new addresses and, above all, to avoid unnecessary storage of postal items in the mobile offices serving the tent camps in the earthquake zone.

Delivery of Letter Post items: Letter-post items addressed to the city of L’Aquila and other affected villages are being delivered directly to the tent camps. A special post office is currently collecting the names of people still living in tents in order to facilitate the delivery process.

The postal administration of Italy has advised that items bearing this address will be delivered by the mobile offices directly to the addressees, provided that the addressee’s mobile phone number is clearly indicated on the item. If the phone number is not indicated, items bearing the address referenced above will be returned to sender directly from the office of exchange. All customs declarations must be accurately completed in order to ensure rapid processing of parcels and EMS items.

The postal administration of Italy advises that postal services are operating as normal in other cities of the same region (Chieti, Pescara and Teramo), which were not affected by the earthquake. Back to Top ›

Korea (South)
The postal administration of Korea has advised that the Nuclear Security Summit will be held in Seoul, Korea on March 26 and March 27, 2012.

Korea Post will have special security measures in place to secure mail process domestically and internationally. These security measures will be in effect March 21 - March 28, 2012 and will impact the Inbound EMS process and delivery as well.

For your reference, this measure is expected to affect the following postcodes in Seoul: 100-XXX, 110-XXX, 135-XXX, 140-XXX, 143-XXX. In addition, postcode: 1XX-XXX might be affected. The expected delay is 1 - 2 days. Back to Top ›

The postal administration of Pakistan has advised that its postal infrastructure suffered catastrophic damage in large parts of the country in the wake of particularly heavy monsoon rains in large parts of the country, especially the north-west province of Khyber Pakhtunkhwa. The postal administrator Philippines has advised that 31 municipalities and 8 cities in 13 provinces of the Philippines suffered damage as a result of tropical depression Sendong (international codename: Washi) between December 15 and 18, 2011. According to the Philippine National Disaster Coordinating Council, some roads and bridges in the above areas are impassable or barely passable for vehicles, or are open only intermittently. The transport of all classes of inbound international mails may be rerouted or temporarily discontinued until the main network of roads in these areas has reopened.

Yemen
The U.S. Postal Service has temporarily suspended acceptance of inbound international mail originating in Yemen effective October 30, 2010.

This service suspension has been issued in response to the potential threat posed by suspicious packages arriving in the U.S. aboard international flights originating in Yemen.

The Postal Service has also heightened awareness among its employees, and remains vigilant in ensuring its security processes are adhered to in the acceptance of international mail arriving in the U.S.

The U.S. Postal Inspection Service continues to monitor the situation as part of its mission to protect the Postal Service, its employees and its customers.

The Postal Service is prepared to make further adjustments to its international mail transportation network based on the recommendations of the U.S. Postal Inspection Service and other federal law enforcement agencies. Back to Top ›
