USPS Statement on Presidential Memorandum Regarding Modernizing the Monetary Reimbursement Model

for the Delivery of Goods Through the International Postal System and Enhancing the Security and Safety of International Mail

Aug. 24, 2018

With respect to the Presidential Memorandum issued on Aug. 23, we welcome the President’s efforts to ensure that the compensation paid to the Postal Service for the delivery of international letter post mail is fair, since we do not set the Universal Postal Union (UPU) default rates, but are currently bound by them. We also appreciate the President’s direct support in our ongoing efforts to ensure that all UPU member countries take action to furnish advance electronic customs data to facilitate the detection of shipments of opioids and other illicit materials, and to improve service. The Postal Service stands ready to support the State Department, the lead representative of the United States in the UPU Universal Postal Union, and to do our part to give effect to the Presidential Memorandum.
