Postal Service statement on Universal Postal Union’s terminal dues agreement

The Postal Service believes that the future Universal Postal Convention provisions on terminal dues represent a reasonable compromise of the issues that will significantly improve cost coverage for inbound letter post products, particularly small packets, to which the agreement applies. The Postal Service directs inquiries about the U.S. Government views on the UPU Congress to the Department of State, which has lead responsibility for representation of the United States in the UPU.
