IMM REVISION

International Mail - Mailing to Guinea

The Individual Country Listing for Guinea in Issue 24 of the International Mail Manual (IMM) currently contains the wrong postage rates for mailpieces that are entered as Economy Mail under the Letter-post classification.

This correction to the country conditions for mailing will be incorporated into both the printed version of IMM Issue 25, and the online IMM, which can be accessed via Postal Explorer (http://pe.usps.gov).

IMM REVISION

International Mail Manual Issue 24

Issue 24 of the International Mail Manual (IMM), dated January 2001, has been shipped to all postal installations. All previous issues of the IMM are obsolete, so please recycle them immediately.

Any postal installation that requires additional copies of the printed version of IMM 24, beyond its automatic distribution, may now requisition them by one of the following means:

Since it is always more current than the existing printed version, postal personnel with Intranet access are encouraged to check the electronic version, if practicable, when responding to customer inquiries about international mail-related issues.

REVISION

International Mail - Publication 51

The January 2001 edition of Publication 51, International Postal Rates and Fees, is now available for requisition from the Topeka Material Distribution Center (MDC). All previous editions of that publication are obsolete, so please recycle them.

Any postal installation seeking to obtain copies of the updated edition of Publication 51 for dissemination to its customers and employees who handle international mail can requisition them by one of the following means:

ICM UPDATE

International Customized Mail

On October 30, 2000, the United States Postal Service (USPS) amended an International Customized Mail (ICM) service Agreement dated November 2, 1999. The Agreement was published in Postal Bulletin 22023 (5-4-00). The Amendment modifies the Agreement to provide an extension to the existing Agreement. In accordance with International Mail Manual (IMM) 294, USPS previously announced entering into an International Customized Mail service Agreement with this qualifying mailer and hereby makes public the following information regarding this Amendment:

a. Term: February 23, 2000, through January 6, 2001.

b. Type of mail: Other provisions of the Agreement shall remain in force.

c. Destination countries: Other provisions of the Agreement shall remain in force.

d. Service Provided by the Postal Service: Other provisions of the Agreement shall remain in force.

e. Minimum volume commitment: Other provisions of the Agreement shall remain in force.

f. Worksharing: Other provisions of the Agreement shall remain in force.

g. Rates: Other provisions of the Agreement shall remain in force.

ICM UPDATE

International Customized Mail

On December 20, 2000, the U.S. Postal Service (USPS) entered into an International Customized Mail (ICM) service Agreement with a qualifying mailer. In accordance with International Mail Manual (IMM) 294, the USPS hereby makes public the following information concerning the Agreement:

a. Term: January 1, 2001, through December 31, 2004.

b. Type of mail: International Surface Air Lift Service (ISAL) and International Priority Airmail Service (IPA). Every item must conform to the mailing requirements set forth in the IMM for Qualifying Mail.

c. Destination countries: Worldwide.

d. Service provided by the Postal Service: The Postal Service has agreed to:

1. Furnish Mailer, or Mailing Agent, with the equipment and supplies necessary for the use of Qualifying Mail.

2. Provide Mailer, or Mailing Agent, with the preparation requirements for Qualifying Mail and any training necessary to prepare Qualifying Mail in conformity with Postal Service requirements.

3. Transport Qualifying Mail to international destinations for delivery by the appropriate authority.

e. Minimum volume commitment: The Mailer has agreed to tender a minimum of $25 million in annual postage in each calendar year beginning on the effective date of this Agreement and ending on the first anniversary of that date.

1. At least ninety-nine (99) percent of IPA Qualifying Mail in drop shipments to the appropriate locations.

2. No more than one (1) percent of IPA and ISAL Qualifying Mail to other postal facilities at the national rate or full service rate as appropriate.

f. Worksharing: The Mailer has agreed to:

1. Provide USPS with notification of intent to drop ship mail at a specific International Service Center (ISC) two weeks before the initial shipment to that ISC.

2. Provide USPS with notification of new dedicated permit numbers, two weeks in advance of using the new dedicated permit numbers.

3. Provide the appropriate USPS acceptance sites with projections of mailing to include the intended date of mailing, weight, and volume of the mailings.

g. Rates: To pay postage:

1. For IPA and ISAL Qualifying Mail at a ratediscounted at sixteen (16) percent off of non-discounted published rates in effect on the date of mailing.

2. If Mailer does not tender at least $25 million in actual postage on an annualized basis, the Mailer must reimburse the USPS the amount of the additional discount it received above the discount earned subject to this Agreement in accordance with Exhibit 1.

ICM UPDATE

International Customized Mail

On December 27, 2000, the United States Postal Service (USPS) amended an International Customized Mail (ICM) service Agreement dated November 8, 1999. The Agreement was published in Postal Bulletin 22022 (4-20-00). The Amendment modifies the Agreement to provide an extension to the existing Agreement, to add Barbados as a destination country, to eliminate Canada and the Republic of Korea as destination countries, and to specify new postage rates to be in effect beginning January 7, 2001. In accordance with International Mail Manual (IMM) 294, the Postal Service previously announced entering into an International Customized Mail service Agreement with this qualifying mailer and hereby makes public the following information regarding this Amendment:

a. Term: November 8, 1999, through December 31, 2002.

b. Type of mail: Other provisions of the Agreement shall remain in force.

c. Destination countries: Other provisions of the Agreement shall remain in force.

d. Service provided by the Postal Service: Other provisions of the Agreement shall remain in force.

e. Minimum volume commitments: Other provisions of the Agreement shall remain in force.

f. Worksharing: Other provisions of the Agreement shall remain in force.

g. Rates:

    1. 1. To pay postage for EMS shipments to Japan as follows:
    2. $13.78 per piece plus $2.69 per pound.
    3. 2. To pay postage for EMS shipments to Barbados as follows:
    4. $13.78 per piece plus $1.37 per pound.
    5. 3. In the event that EMS costs increase in excess of ten (10) percent, the USPS shall notify the mailer in writing and renegotiate rates or terminate the Agreement within sixty (60) days of receipt of the written notification.

International Customized Mail

On December 28, 2000, the United States Postal Service (USPS) amended an International Customized Mail (ICM) service Agreement dated November 2, 1999. The Agreement was published in Postal Bulletin 22023 (5-4-00). The Amendment modifies the Agreement to provide an extension to the existing Agreement and to modify the postage rates for International Priority Airmail Service (IPA). In accordance with International Mail Manual (IMM) 294, USPS previously announced entering into an International Customized Mail service Agreement with this qualifying mailer and hereby makes public the following information regarding this Amendment:

a. Term: January 7, 2001, through January 31, 2003.

b. Type of mail: Other provisions of the Agreement shall remain in force.

c. Destination countries: Other provisions of the Agreement shall remain in force.

d. Service provided by the Postal Service: Other provisions of the Agreement shall remain in force.

e. Minimum volume commitment: Other provisions of the Agreement shall remain in force.

f. Worksharing: Other provisions of the Agreement shall remain in force.

g. Rates: Mailer will receive a fifteen (15) percent discount off of non-discounted published rates in effect on the date of mailing for IPA Qualifying Mail.

International Customized Mail

On December 28, 2000, the United States Postal Service (USPS) amended an International Customized Mail (ICM) service Agreement dated July 20, 1999. The Agreement was published in Postal Bulletin 22005 (8-26-99). The Amendment modifies the Agreement to provide an extension to the existing Agreement, and to specify rates effective January 7, 2001. In accordance with International Mail Manual (IMM) 294, the Postal Service previously announced entering into an International Customized Mail Service Agreement with this qualifying mailer and hereby makes public the following information regarding this Amendment:

a. Term: July 23, 1999, through March 31, 2001.

b. Type of mail: Other provisions of the Agreement shall remain in force.

c. Destination countries: Other provisions of the Agreement shall remain in force.

d. Service provided by the Postal Service: Other provisions of the Agreement shall remain in force.

e. Minimum revenue commitments: Other provisions of the Agreement shall remain in force.

f. Worksharing: Other provisions of the Agreement shall remain in force.

g. Rates: To pay postage for all Qualifying Mail, at a rate five (5) percent off of the non-discounted published rates for IPA in effect at the time of mailing.

International Customized Mail

On December 29, 2000, the U.S. Postal Service (USPS) amended an International Customized Mail (ICM) service Agreement dated August 17, 1998. The Agreement was published in Postal Bulletin 21981 (9-24-98). The Amendment modifies the Agreement to extend the existing Agreement. In accordance with International Mail Manual (IMM) 294, USPS previously announced entering into an International Customized Mail Service Agreement with this qualifying mailer and hereby makes public the following information regarding this Amendment:

a. Term: August 31, 1998, through January 31, 2001.

b. Type of Mail: All other provisions of the Agreement shall remain in force.

c. Destination Countries: All other provisions of the Agreement shall remain in force.

d. Service Provided by the U.S. Postal Service: All other provisions of the Agreement shall remain in force.

e. Minimum Volume Commitments: All other provisions of the Agreement shall remain in force.

f. Worksharing: All other provisions of the Agreement shall remain in force.

g. Rates: All other provisions of the Agreement shall remain in force.
