IMM Revision: Customs Label Requirements for the Priority Mail International Flat-Rate Envelope and Small Flat-Rate Box

Effective January 18, 2009, the Postal Service™ is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) Exhibit 123.61 to clarify and simplify the proper required customs declaration forms when mailers use the Priority Mail International™ flat-rate envelope or the small flat-rate box.

Regardless of content, the Priority Mail International flat-rate envelope or small flat-rate box requires PS Form 2976, Customs Declaration CN 22 Sender’s Declaration (green label), for items valued under $400, or PS Form 2976-A, Customers Declaration and Dispatch Note CP 72, for items valued at $400 or more. The maximum weight for both of these items remains at 4 pounds.

We will incorporate these revisions into the next printed version of the IMM and into the monthly update of the online IMM, which is available via Postal Explorer® at http://pe.usps.com.
