DMM Revision: Accountable Mailpieces Allowed in Express Mail Reshipment Service and Priority Mail Reshipment Service

Effective March 2, 2009, the Postal Service™ is revising the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) to allow Delivery Confirma­tion™ service with and most accountable mailpieces (Cer­tified Mail™, COD, Insured, Signature Confirmation™, or Express Mail®) in Express Mail reshipment service and Pri­ority Mail® reshipment service. Registered Mail™ service is not allowed for Express Mail reshipment service or Priority Mail reshipment service. Reshipment service allows the USPS® to gather mail addressed to Post Office™ boxes and business street addresses and reship it either by Express Mail or Priority Mail service as described in a ser­vice agreement between USPS and the mailer.

Delivery Confirmation mailpieces and accountable mail­pieces will be shipped and charged separately from non-accountable mailpieces, and handled in accordance with the procedures for reshipment service.

We will incorporate these revisions into the March update of the online DMM available via Postal Explorer® at http://pe.usps.com and into the next printed version of the DMM.
