The new launch date for the centralization of claims is April 6. See also the “Claim Process Improvements” field kit published in Postal Bulletin 22251 (1-29-09, pages 31–35).
This convenient customer option has been expanded beyond insurance purchased online through Click-N-Ship® service or eBay to include domestic USPS® insurance purchased in the following ways:
n At Post Offices.
n At Automated Postal Centers® (APCs®).
n Through third-party insurance providers (i.e., Endicia, Stamps.com).
Benefits for customers filing their claim(s) online include the following:
n Easy access to upload evidence (.jpg or .pdf) to substantiate their claim.
n Claim status checks.
n Viewable claim history of other claims filed online.
n Immediate transfer of claims to USPS Accounting Services for claim resolution and adjudication.
n Customer support 7 days per week, 7 a.m.–11 p.m. EST by e-mail at icustomercare@usps.com.
After signing in to USPS.com®, customers will need to provide:
n Their insurance article number.
n Their transaction number (for Click-N-Ship claims) or the auction number (for eBay claims).
n Proof of value (all claims) and a description of the damage (damaged claims/missing content only).
n Claim description and details for a lost or damaged claim. Customers may receive a letter notifying them to bring their damaged article and packaging to the Post Office™.
Customers can now file their claim in less than 15 minutes!

To streamline and synchronize claim procedures, we are implementing a new claim form, which may be used for both domestic and international claims. The new PS Form 1000, Domestic or International Claim, will replace all previous versions of PS Form 1000 and PS Form 2855, Claim for Indemnity — International Registered Mail, Insured, Ordinary Parcel and Express Mail, which are now obsolete. The Post Office employee section has been eliminated on PS Form 1000. Customers will be able to submit the claim form by mail directly to Accounting Services in St. Louis. PS Form 1000 will be a one-ply form. It will be available from the Material Distribution Center (MDC). We will publish ordering information in a future Postal Bulletin. It will also be available online on Blue and www.usps.com (see copy of form on pages 6–7).
For the new claims process, Post Office employees should go to the Retail Operations webpage at http://blue.usps.gov/retail; click Policies, then SOP Index, then select from the three Claims SOPs. District consumer affairs managers (CAMs) are also available to answer employee questions. Refer to the article in Postal Bulletin 22251 for more information.
