IMM Revision: Customs Label Requirements

Effective April 6, 2009, the Postal Service™ is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) Exhibit 123.61 to clarify the proper customs declaration form required for a Priority Mail International™ flat-rate envelope or small flat-rate box, and for a First-Class Mail International™ item with potentially dutiable contents. We have simplified the table to stipulate the following:

n A Priority Mail® flat-rate envelope or small flat-rate box, regardless of contents or weight, requires PS Form 2976, Customs Declaration CN 22 Sender’s Declaration (green label), for items valued at less than $400, and PS Form 2976-A, Customs Declaration and Dispatch Note CP 72, for items valued at $400 or more.

n A First-Class Mail International item with potentially dutiable contents, regardless of weight, requires PS Form 2976 for items valued at less than $400, and PS Form 2976-A for items valued at $400 or more.
