DMM Revision: Changes to the Requirements for Mailing Cigarette Lighters

Effective June 1, 2009, the Postal Service™ is revised the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 601.10.13.4 to comply with updated Department of Transportation (DOT) regulations. The changes require the following before shipping a lighter:

n The design of a lighter must be approved by an authorized DOT lighter certification agency.

n A test report identifier code followed by an alpha/numeric identifier (LAA****) must be on the address side of the outer shipping container. The codes for specific lighters are issued by a lighter certification agency. This code replaces the previously used T–Number.

We have not changed our process that requires mailers to submit approval requests to the Pricing and Classifica­tion Service Center.

We will incorporate this revision into the next printed version of the DMM and into the monthly update of the online DMM available via Postal Explorer® at http://pe.usps.com.
