Publication 52 Revision: Changes to the Requirements for Mailing Cigarette Lighters

Effective June 1, 2009, we revised Publication 52, Hazardous, Restricted, and Perishable Mail, section 343.25 and Appendix C to reflect changes made to the mailing requirements for cigarette lighters in the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®).

343.25 Cigarette Lighters

[Revise the first sentence of 343.25 to add the word flam­mable to read as follows:]

A cigarette lighter equipped with an ignition element and containing flammable liquid fuel is classified as a Class 3 flammable liquid.***

[Revise items 343.25a and b as follows:]

a. The design of the lighter is approved by a lighter cer­tification agency authorized by the DOT Associate Administrator for Hazardous Materials Safety, per 49 CFR 173.21(i) and 173.308, and a DOT approval number (e.g., “LAA****”) is issued.

b. The prospective mailer of the lighter submits to the PCSC manager a written request for authorization to mail the lighter, a legible photocopy of the official no­tice conveying the approval described in 343.25a, a specimen of the actual lighter, the packaging materi­als in which each lighter is to be mailed, the number of mailpieces, and the mailing location. The mailer then receives from the PCSC manager a written de­cision regarding the requested authorization for mailing.

d. When presented for mailing, the address side of the mailpiece must prominently display the proper ship­ping name “Lighter(s)” or “Lighter(s) for Cigarette”) followed by the approval number (e.g., “LAA****”) and the marking (“Surface Only” or “Surface Mail Only”). All preparation and packaging requirements in the PCSC manager’s approval letter must be met. A leg­ible photocopy of the PCSC manager’s approval must accompany the mailing at the time of deposit.

Cigarette Lighters

[Revise the introductory paragraph to read as follows:]

A cigarette lighter equipped with an ignition element and containing a flammable liquid fuel is classified as a Class 3 flammable liquid. A cigarette lighter containing a flammable gas fuel is classified as a Division 2.1 flammable gas. A cig­arette lighter that contains either flammable liquid or flam­mable gas is permitted in domestic mail via surface transportation only, with prior written approval, provided all applicable requirements of 343.25 are met.

Proper Shipping Name and ID Number

[Revise the first bullet and add a second bullet as follows:]

n Lighters, nonpressurized, containing flammable liquid, NA1057.

n Lighters, containing flammable gas, UN1057.

Required Authorization

[Revise the bullet as follows:]

n The design of the lighter must be approved by a lighter certification agency authorized by the Depart­ment of Transportation (DOT) Associate Administra­tor for Hazardous Materials Safety, per 49 CFR 173.21(i) and 173.308. A test report identifier code and unique identifier number must be assigned (e.g., “LAA****”) to the specific lighter by the agency. Prior to mailing, the mailer must request and obtain written approval from the PCSC manager. (See 343.25 and DMM 601.10.13.4.)
