DMM Revision: Clarification of Standards for the Optional Palletization of First-Class Mail

Effective October 5, 2009, the Postal Service® is revis­ing Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 705.8.10.1 to clarify the standards pertaining to the optional preparation of First-Class Mail® items on pallets.

Standards in DMM 705.8.10.1 allow for the placement of mixed automated area distribution center (AADC) trays on origin sectional center facility (SCF) pallets when the 3–digit ZIP™ Code on the tray indicates that the origin facil­ity is the processing facility for that mail, according to Labeling List L201. This revision clarifies that all mixed AADC and mixed area distribution center (ADC) trays should be placed on the origin SCF pallet. Origin mixed ADC surface and mixed ADC air pallet levels, prepared under the optional pallet standards for First-Class Mail items, should contain only ADC or finer presort level trays.

Current standards also specify that mailers may option­ally place AADC trays on SCF pallets when the tray’s “label to” 3-digit ZIP Code is within that SCF’s service area, according to labeling list L801. This revision will also extend that option to ADC trays, when the “label to” 3-digit ZIP Code is within that SCF’s service area, according to L004.

b. Origin SCF (local mail). Required; no minimum. Pallets contain trays destined for the 3-digit ZIP Codes serviced by the origin SCF facility in L005; all MXD AADC and MXD ADC trays. Mailers may, at their option, place AADC or ADC trays on origin SCF pallets when the tray’s “label to” 3-digit ZIP Code (from L801 for AADC trays and L004 for ADC trays) is within the origin SCF’s service area. Labeling:

1. Line 1: L002, Column C.

2. Line 2: “FCM LTRS” or “FCM FLTS,” followed by “SCF.”

c. SCF. Required. For destinations listed in L201, based on origin ZIP Code. Pallets contain trays destined for the 3-digit ZIP Codes in L005. Mailers may, at their option, place AADC or ADC trays on SCF pallets when the tray’s “label to” 3-digit ZIP Code (from L801 for AADC trays and L004 for ADC trays) is within that SCF’s service area. Labeling:

1. Line 1: L002, Column C.

2. Line 2: “FCM LTRS” or “FCM FLTS,” followed by “SCF.”
