Handbook F-101 Revision: New Policy for Administrator and Supervisor Roles in POS

Effective internal controls require managing high level roles in our retail systems.

Effective immediately, Handbook F-101, Field Account­ing Procedures, is revised to include the new policy to man­age the number of administrator and supervisor roles in POS as follows:

Administrator Roles: All POS units, regardless of size, must have one administrator role and one backup. Larger offices (with more than five window terminals), as well as offices where business hours extend into a third tour of operations, may, at the discretion of local management, add a third administrator role. No unit shall be authorized more than three administrator roles.

Supervisor Roles: All POS units, regardless of size, must have one supervisor role and one backup (a maxi­mum of two backups are optional). Larger offices (with more than five window terminals), as well as offices where business hours extend into a third tour of operations, may, at the discretion of local management, add a fourth super­visor role. No unit shall be authorized more than four super­visor roles.

All POS units must be in compliance with the new policy for administrative roles and supervisor roles by March 25, 2010.

2-4.8 Retail Roles

Field unit managers must control segment and high level roles in POS units as follows:

1. Limit the number of authorized high level roles.

n Administrator Roles: All POS units, regardless of size, must have one administrator role and one backup. 2. Remove roles in POS.

An RA must be removed (terminated) from the POS system no later than the employee’s last day of work when any of the following occurs:

n The RA is separated from the Postal Service.

n The RA bids to another position that does not require use of the POS system.

n The RA bids to another PRU. (Exception: Relief and pool RAs do not have to be removed from the POS system at a unit where they occasionally work.)

Note: Only an employee assigned a POS ONE Administra­tor role at the PRU can remove (terminate) a user (employee) from the POS system.

d. Remove the accountable role from the RA in the POS system (see criteria for removing an accountable role in part 2-4.8). It is not necessary to remove (terminate) the RA from the POS system if the RA’s job description requires the use of the POS system at that PRU.
