DMM Revision: Revenue Deficiency

Effective July 6, 2010, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 604.10, to incorporate the new Headquarters manager, Revenue Assessment and Control (MRAC) into the assessment and appeal proce­dures governing shortages in fees or postage. In cases where a deficiency is identified by another postal official equal to or greater than $100,000, and in certain cases referred by management of less than $100,000, the MRAC will be the assessing postal official.

10.0 Revenue Deficiency

10.1 General

10.1.1 Definition of Revenue Deficiency

[Revise 10.1.1 to include “or the manager, Revenue Assess­ment and Control” as follows:]

Revenue deficiency means a shortage or underpayment of postage or fees. Revenue deficiencies are generally assessed by the postmaster; manager, Business Mail Entry; or the manager, Revenue Assessment and Control, who issues a written notification to the customer citing the amount of the deficiency and the circumstances.

10.1.2 Appeal of Ruling

b. To the postmaster; manager, Business Mail Entry; or manager, Revenue Assessment and Control for reve­nue deficiencies for postage.
