ASM Revision: Identification of Excess Building Space

Effective immediately, (ASM) Administrative Support Manual 13, Chapter 517, Real Property Management, is revised to reflect organizational changes for identification of useable excess space in the building inventory. Sec­tions 517.11 and 517.12 are revised as follows:

517.1 Disposal of Postal Service–Owned Excess Real Property

517.11 Inventory Review

Identification and tracking of useable excess space in the USPS building inventory is the responsibility of the follow­ing organizations:

1. Useable excess space in mail processing facilities will be identified by HQ Network Operations and the information provided to Facilities.

2. Useable excess space in Customer Service facilities will be identified by the Facilities organization.

3. The Facilities organization is responsible for tracking useable excess space in the USPS inventory. All building information including useable excess space will be tracked in the Facilities eFMS system.

The Facilities Organization is responsible for coordinating with the local District and Area office for the disposal of excess property.
