IMM Revision: Updates to Various Individual Country Listings

Effective January 22, 2012, the Postal Service™ will revise Mailing Standards of the United States Postal Ser­vice, International Mail Manual (IMM®) to reflect changes in the Individual Country Listings (ICLs) as provided by the following countries:

n Austria: As indicated in Universal Postal Union (UPU) International Bureau Circular 147, dated August 8, 2011, Austria no longer accepts the live animals allowed under IMM 138.1a.

n Great Britain and Northern Ireland: As indicated in UPU International Bureau Circular 144, dated August 1, 2011, Great Britain and Northern Ireland has expanded its list of prohibited items. In addition, it has eliminated the option to purchase additional insurance for Priority Mail International® parcel items.

n Hong Kong: Hong Kong has revised the size limits for items sent via Priority Mail International service to a maximum length of 60 inches, and a maximum length and girth combined of 108 inches. (Previously, there was no maximum length dimension, and the maxi­mum length and girth combined was 108 inches.)

n Hungary: As indicated in UPU International Bureau Circular 129, dated July 11, 2011, Hungary has requested that items sent to private individuals from a business be accompanied by a sales invoice in order to expedite customs clearance.

n Japan: As indicated in UPU International Bureau Cir­culars 137 and 138, dated July 18, 2011, Japan no longer accepts narcotics unless the intended recipi­ent has received prior permission from the compe­tent authority in the prefecture in which that person resides. In addition, Japan no longer accepts items that infringe on patent rights, utility model rights, design rights, trademark rights, copyrights, neigh­boring rights, or layout design rights.

n Pakistan: As indicated in UPU International Bureau Circular 190, dated October 3, 2011, Pakistan has requested that bank checks and certain educational documents be sent only by Express Mail Interna­tional® service or with Registered Mail™ service.

n Poland: As indicated in UPU International Bureau Cir­cular 163, dated August 22, 2011, Poland no longer requires an import permit issued by the Minister of Foreign Trade for certain published or printed mate­rial.

n Russia: As indicated in UPU International Bureau Cir­cular 171, dated August 29, 2011, Russia has expanded its list of prohibited and restricted items.

n Serbia: As indicated in UPU International Bureau Cir­cular 153, dated August 15, 2011, Serbia has revised its restriction regarding the importation of medicines.

n Turkey: As indicated in UPU International Bureau Cir­culars 142 and 145, dated August 1, 2011, Turkey has expanded its list of prohibited and restricted items.

n Ukraine: As indicated in UPU International Bureau Circular 29, dated January 31, 2011, Ukraine no longer accepts tobacco products and tobacco sub­stitutes.

n Venezuela: As indicated in UPU International Bureau Circular 257, dated November 22, 2010, Venezuela no longer accepts items containing credit cards and pension checks.

n Vietnam: As indicated in UPU International Bureau Circular 136, dated July 18, 2011, Vietnam no longer accepts items containing cosmetics (with some exceptions) and mobile telephones.

Live animals (see exception for bees, leeches, and silk­worms in the Restrictions list).

Pathogenic or potentially pathogenic organisms.

Plant protection products subject to the provisions of Annexes A and B to the Stockholm Convention on Persis­tent Organic Pollutants of May 22, 2001.

Precious stones of any kind or natural diamonds, except for jewelry.

Printed or audiovisual materials that are manufactured or distributed in violation of the legal requirements on elec­tions and referenda in member countries of the Eurasian Economic Community Customs Union.

The following articles are prohibited when sent to the address of private individuals or sent by private individuals for needs that are not related to company activities:

n Scrap and waste from ferrous and non-ferrous met­als.

n Non-manufactured precious metals, precious metal scrap and waste, ores and concentrated precious metal products, and primary products containing precious metals.

n Mineral substances (non-manufactured natural stones).

n Information about subsoils.

Tobacco products or smoking mixtures of any kind.
