Effective May 7, 2012, the Postal Service™ will revise Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) sections 292.452 and 293.452 to temporally suspend International Priority Airmail™ (IPA®) to Cuba, Iran, North Korea, Sudan, and Syria, and International Surface Air Lift® (ISAL®) service to Cuba, Iran, Sudan, and Syria.
The five countries affected by this revision are currently included in the sanctioned Country Group E:1 listing in 15 C.F.R. Part 740, Supplement 1. As such, temporary measures are being implemented due to the complexity of monitoring outbound shipments to these countries until such time as export sanctions are removed or exports to these countries can be suitably monitored. These changes do not affect any other class of mail to these countries. For example, First-Class Mail International® service remains available to send letter-post items to these destinations.
