Elimination of Certain Quick Service Guides

The Postal Service™ has eliminated one Mailing Stan­dards of the United States Postal Service, Domestic Mail Manual (DMM®) Quick Service Guide (QSG), and plans to eliminate several others in the near future.

Effective October 1, 2012, the Postal Service eliminated QSG 601, Hazardous, Restricted, and Perishable Materials. The Postal Service has elected to eliminate this QSG in con­cern for the critical importance associated with the proper preparation of mailpieces containing hazardous materials, and the expectation of significant changes to the marking and packaging standards for hazardous materials in the near future. All mailers considering the mailing of items containing hazardous, restricted, or perishable materials are urged to thoroughly review DMM 601 and Publication 52, Hazardous, Restricted, and Perishable Mail, prior to mailing.

The Postal Service has also scheduled the elimination of several other QSGs, effective March 4, 2013. The QSGs intended to be eliminated are those that have been identi­fied as describing advanced mail preparations that don’t lend themselves to brief summaries, or those that summa­rize DMM sections that are already relatively brief. The QSGs scheduled for elimination are:

n 201b, Using Tabs, Wafer Seals, and Glue Strips.

n 703, Standard Mail Nonprofit Eligibility.

n 705a, Standard Mail Customized MarketMail.

n 705b, Pallets, Pallet Boxes, and Trays on Pallets.

n 705c, Parcel Select NDC and ONDC Presort.

n 705d, Standard Mail Bundles of Flats on Pallets.

n 705e, Bound Printed Matter on Pallets.

n 705f, Destination Entry Discount (DNDC/DADC/DSCF/DDU).

n 707a, Periodicals General Information and Eligibility.

Any mailer having an operational need for the continuation of any of these QSGs may send comments to the office of Product Classification, via email at MailingStandards@usps.gov, with a subject line of “QSGs,” no later than December 31, 2012. Subject to operational concerns from mailers, these QSGs will be elimi­nated as scheduled on March 4, 2013.
