DMM Notice: Elimination of Certain Quick Service Guides

Effective July 28, 2013, the Postal Service™ is eliminating six Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) Quick Service Guides (QSG), and revising three others.

The Postal Service first provided notice of its intent to eliminate several QSGs in Postal Bulletin 22348 (page 7), dated October 18, 2012. The QSGs identified for elimination described advanced mail preparations that cannot be easily summarized, or those that summarized DMM sections that were already brief. This notice provided an opportunity for mailers with an operational need for continuation of these QSGs to submit comments to the office of Product Classification via email at MailingStandards@usps.gov by December 31, 2012.

The office of Product Classification received only one official comment from a postal employee in response to its October 18, 2012 Postal Bulletin notice, in support of the continuance of QSG 201b. Product Classification also received additional informal input from two mailer associations who expressed a preference for the continuation of QSG 201b and a few of the other identified QSGs. As a result, effective July 28, 2013, Product Classification is elminating the following QSGs:

n 703, Standard Mail Nonprofit Eligibility.

n 705a, Standard Mail Customized MarketMail.

n 705c, Parcel Select NDC and ONDC Presort.

n 705e, Bound Printed Matter on Pallets.

n 705f, Destination Entry Discount (DNDC/DADC/DSCF/DDU).

n 707a, Periodicals General Information and Eligibility.

Product Classification intends to revise and retain the following QSGs:

n 201b, Using Tabs, Wafer Seals, and Glue Strips.

n 705b, Pallets, Pallet Boxes, and Trays on Pallets.

n 705d, Standard Mail Bundles of Flats on Pallets.
