DMM Clarification: Freely Associated States Pricing

Effective April 26, 2015, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) section 608.2.0, Domestic Mail, to provide a clarification on the pricing of mail originating in the Freely Associated States (Republic of the Marshall Islands, Federated States of Micronesia, and Republic of Palau).

DMM 608.2.0, Domestic Mail, states that mail originating in the Freely Associated States for delivery within, among, and between the Freely Associated States and the United States of America, its territories and possessions, APOs, FPOs, DPOs, and the United Nations, NY, is treated as if it were domestic mail for classification purposes. However, pricing on items originating in the Freely Associated States is subject to an amount established in the Compacts of Free Association between the U.S. Government and each of the Freely Associated State’s governments.

Therefore, the Postal Service will revise DMM 608.2.0, to clarify that items originating in the Freely Associated States are subject to prices established as part of the agreements between the U.S. Government and each Freely Associated State’s government, and to advise customers to contact the applicable postal operator for information on products and pricing of items originating in the Freely Associated States.
