Handbook M-41 Revision: On Route

Effective June 11, 2015, the Postal Service™ is revising Handbook M-41, City Delivery Carriers Duties and Responsibilities, to update the policies regarding the handling of Certified Mail®.

With the ability to automate a large degree of the current mail handled by carriers, the Postal Service has been testing the ability to automate the Certified Mail flow. This test has proven to be very successful in isolating Certified Mail for the carriers. The Postal Service will implement a process which will capture and hold out the Certified Mail for each carrier route and create a manifest for each route. This Certified Mail will be presented to the carriers with their residual mail at their case.

Non-automated Certified Mail will also be presented to the carriers with the manually sorted mail through the manual distribution case. The Certified Mail will still be listed on PS Form 3867, Account Mail Matter Received for Delivery. The carrier will inform the accountable clerk when the clerk issues other accountable mail and/or keys to the carrier and is cleared through the same process currently used.

[Revise the first sentence of 335.16 to read as follows:]

Certified Mail mixed in with DPS mail and identified while performing street duties is to be handled in the same manner as Certified Mail that is received in the office.***
