DMM Revision: Mandatory Use of Customs Declaration PS Form 2976-B on APO/FPO/DPO Priority Mail Express

Effective July 13, 2015, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 703.2.3.6 to make mandatory the use of PS Form 2976-B, Priority Mail Express International Shipping Label and Customs Form, on Priority Mail Express® items requiring a customs form for APO/FPO/DPO addresses. This is part of an ongoing effort to improve efficiency and our customers’ retail experience by requiring only one form, which combines the mailing label and customs form.

We are simultaneously revising sections 123.1 and 123.6 of the International Mail Manual (IMM®) to incorporate these changes; see separate article titled “IMM Revision: Preparation Requirements for Priority Mail Express International Shipments” in this issue of the Postal Bulletin.

2.3.6 Customs Declarations

[Revise the first sentence of 2.3.6 to read as follows:]

Customs declaration PS Form 2976, PS Form 2976-A, or PS Form 2976-B must be applied to mailpieces sent to APO, FPO, and DPO addresses as required in the “Overseas Military/Diplomatic Mail” section of the Postal Bulletin.***

2.3.7 Customs Declarations Required Usage

[Revise 2.3.7 in its entirety to read as follows:]

Customs declarations forms required for use to or from APO/FPO/DPO addresses are as follows:

a. Except as provided in 2.3.8, mailpieces addressed to or from an APO, FPO, or DPO location must bear a properly completed PS Form 2976-B, Priority Mail Express International Shipping Label and Customs Form, if mailed using Priority Mail Express service.

b. Other than as provided in a) above and in 2.3.8, mailpieces addressed to or from an APO, FPO, or DPO location must bear a properly completed PS Form 2976, Customs Declaration CN22 or, if the customer prefers, a PS Form 2976-A, Customs Declaration and Dispatch Note CP 72, if:

1. The mailpiece weighs 16 ounces or more (regardless of its contents, value, shape, or mail class [other than Priority Mail Express, which requires a PS Form 2976-B]).

2. The mailpiece contains goods (regardless of weight, shape, or mail class [other than Priority Mail Express, which requires a PS Form 2976-B]).
