IMM Revision: Global Direct Entry Wholesaler Program

Effective March 3, 2016, the Postal Service™ is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM®), sections 622.1 and 623.1, to replace the term “Parcel Select Nonpresort” with “Parcel Select Ground™,” and to delete the terms “Parcel Select NDC Presort” and “Parcel Select ONDC Presort” (these revisions are based on the price change that was effective January 17, 2016).

Also, we are revising section 622.3 to change the qualification period from 1 year to 2 years, to match the period of other Global Business products.

622 Qualifying as a GDE Wholesaler

622.1 Eligibility Criteria

b. Be capable on an annualized basis of paying to the Postal Service a minimum of $100,000 in postage for any combination of Priority Mail Express, Priority Mail, First-Class Mail, First-Class Package Service, Parcel Select Destination Entry, Parcel Select Ground, or Parcel Select Lightweight items after all discounts have been applied, exclusive of any extra services fees (e.g., insurance), for items imported into the United States and tendered to the Postal Service under the GDE Wholesaler Program.

622.3 Length of Qualification — Approval Period

Each GDE wholesaler will be qualified for a period of 2 years. At the end of that 2-year period, the GDE wholesaler must submit another letter of request to the Postal Service’s manager of Global Direct Entry in accordance with 622.2.
