Handbook F-101 Revision: Update to AdjustPay Policy

Effective June 23, 2016, the Postal Service™ is revising Handbook F-101, Field Accounting Procedures, to update the AdjustPay policy.

Non-bargaining employees who have supervisory or managerial authority are required to complete AdjustPay training when requesting access. Access to AdjustPay will now include any employee detailed into a non-bargaining supervisory or managerial position and non-bargaining delegates of PCES. Section 23-2.1 has been updated to reflect these changes.

23-2.1 AdjustPay

The AdjustPay system enables authorization of basic payroll adjustments online. Basic hour adjustments for the most recent 27 pay periods can be authorized online via AdjustPay.

Non-bargaining employees who have supervisory⁄managerial authority must complete training and request access to AdjustPay to submit basic payroll adjustments. This includes any employee detailed into a non-bargaining supervisory⁄managerial position and non-bargaining delegates of PCES. To request access to AdjustPay, go to the eAccess website (https:⁄⁄eaccess). Requests for access should only be approved after completion of the applicable AdjustPay training course.

Training is provided by the local TACS Coordinator, other locally designated trainer, or through the Learning Management System (LMS). A user’s guide can be found online at: https:⁄⁄adjustpay.usps.gov⁄PamsAPWeb⁄resources⁄file⁄TACS_AdjustPay_Training_Guide.pdf.

Payroll adjustments using AdjustPay can be authorized within the following requirements:

a. Employees noted above who completed the training and obtained access can process payroll adjustments.

b. Retain approved PS Form 2240s on file locally for those adjustments entered into the AdjustPay application.

Prior to receiving AdjustPay access and on an interim basis, submit adjustments on PS Form 2240 according to the local District process.

Rural employee adjustments must be submitted using PS Form 2240-R or PS Form 2240-RA for processing. They cannot be processed in AdjustPay.
