2016 Combined Federal Campaign Guidelines

Schedule and Responsibilities

Each fall, the Postal Service™ joins other federal agencies in the Combined Federal Campaign (CFC) drive. In accordance with Office of Personnel Management (OPM) regulations, the campaign runs during the fall, beginning on or after September 1 and ending by December 15, 2016, as established by the Local Federal Coordinating Committee.

Vice presidents of Area Operations have campaign responsibility. Area offices must ensure that campaign information is disseminated to all offices under their jurisdiction.

Pledge Forms Management Instructions

Pledge forms vary in color and size throughout the country. Ensure that pledge forms are checked for completeness at local campaign sites.

1. Distribute copies of the pledge forms as follows:

a. Copy #1 (white) to payroll office — CFC coordinator forwards to the HR Shared Service Center, Greensboro, NC.

b. Copy #2 (yellow) central receipt point⁄audit copy — submit to the appropriate CFC official.

c. Copy #3 (blue) contributor copy — return to the employee.

 

If the employee
has chosen to...

Then...

Give a one-time contribution (cash, check, or money order),

Destroy the Payroll Office copy and submit cash, check, or money order to the appropriate CFC official.

Make a contribution via payroll deduction,

Make sure:

n The name, Social Security number or Employee Identification number (EIN) is legible.

n The employee’s work phone number is indicated.

n The deduction per pay period is indicated.

n The amount per pay period is at least $1.00.

n The annual amount per year is $26.00 when $1.00 is deducted per pay period.

n The amount of the contribution is to be made via payroll deduction each pay period.

n The annual amount is indicated.

n The pledge form is signed and dated.

On a weekly basis:

Mail the Payroll Office copies to the following address, making sure a full return address for the CFC coordinator is included with each batch of forms.

For online donations made by employees, the CFC coordinator or campaign manager prints the receipts from the online system in their campaign area and mails these on a weekly basis to the HRSSC for processing. The EIN must be written at the top of each donation receipt.

The HRSSC retains the payroll deduction portions of the pledge cards for six months.

2. Submit corrections to the HRSSC in Greensboro, NC.

Note: All forms that are illegible or incomplete will be returned to the local CFC coordinator for correction, and then they should be returned to the HRSSC for processing as soon as possible but no later than pay period 01-2017.
