Poster 7, Rules and Regulations Governing Conduct on Postal Service Property, August 2007, has been updated to reflect Postal Service™ regulations as they currently exist in Part 232.1 of Title 39 of the Code of Federal Regulations. The updated Poster 7 is effective immediately and supersedes all previous versions of Poster 7. Please recycle previous versions of Poster 7.

Over the period of its existence, the Postal Service has always had regulations governing conduct on postal property. Although Poster 7 has been updated, the rules and regulations contained in Part 232.1 of Title 39 of the Code of Federal Regulations have not undergone substantive changes since 2010, when amendments were announced in the Federal Register at 75 Federal Register 78915 (December 17, 2010). Poster 7 summarizes these rules and regulations and must be posted on postal property for all those entering to view. It is a mandatory posting required by the Postal Operations Manual, section 125.342, Mandatory Lobby Displays.

Space must be provided at all pedestrian entrances to display the poster in the self-service zone or near the entrance to the Post Office™. Space must also be reserved in restricted areas, such as the workroom floor and administrative area for Poster 7, notifying employees and the public that they are subject to search when entering or leaving a Postal Service facility. The Retail Standardization Guidelines require displaying Poster 7 together with three other mandatory posters: Poster 158, Possession of Firearms and Other Dangerous Weapons on Postal Property is Prohibited by Law; Poster 296, Notice of Reward; and Poster 313, Service Performance.
