4-4.4 Differentiating No Show From Late Close Outs

For Standard Mail and Package Services, if a scheduled drop shipment arrives more than 24 hours past its appointment time, the appointment is considered a no show, and the appointment number is no longer valid. The mailer must choose whether to schedule a new appointment or have the facility accept the drop shipment as an unscheduled arrival the mailer must make the choice because an unscheduled arrival will affect the mailer’s rating. A new appointment must be scheduled. Late appointments are accepted only if operationally feasible.

A late shipment is one that arrives more than 30 minutes and up to 24 hours after its scheduled appointment time. The Postal Service can accept a late shipment when it is operationally feasible. The inability to accept a load prior to a facility closing time may result in a rejected appointment.

For Periodicals and Mixed Periodicals, the destination entry office will receive a Periodicals drop shipment any time within the facility hours of operation. Late-arriving Periodicals appointments are unloaded as soon as possible after other Periodicals appointments arriving on time or early. Late-arriving Periodicals appointments are placed in queue behind other Periodicals shipments, but not behind Standard or Package Services shipments.
