New Finance Management Instruction: Assessing and Collecting Deficiencies in Postage or Fees

Effective June 30, 2008, we have published Manage­ment Instruction (MI) DM-140-2008-1, Assessing and Collecting Deficiencies in Postage or Fees. This MI updates the policies and procedures for assessing and collecting deficiencies of postage and/or fees.

A shortage or underpayment of postage and/or fees is a revenue deficiency for the U.S. Postal Service® and is generally assessed by the postmaster or manager of a Business Mail Entry Unit (BMEU). Although mailers are responsible for paying the legal price of postage and fees, USPS® employees should work with them to identify underpayment of postage and fees and suggest appropri­ate methods for quality improvements. This includes assessing and collecting revenue deficiencies as outlined in this new MI.
