Effective June 30, 2008, we have published Management Instruction (MI) DM-140-2008-1, Assessing and Collecting Deficiencies in Postage or Fees. This MI updates the policies and procedures for assessing and collecting deficiencies of postage and/or fees.
A shortage or underpayment of postage and/or fees is a revenue deficiency for the U.S. Postal Service® and is generally assessed by the postmaster or manager of a Business Mail Entry Unit (BMEU). Although mailers are responsible for paying the legal price of postage and fees, USPS® employees should work with them to identify underpayment of postage and fees and suggest appropriate methods for quality improvements. This includes assessing and collecting revenue deficiencies as outlined in this new MI.
