Publication 51 Revision: New Mailing Standards for Cuba

Effective October 9, 2008, we are revising Publication 51, International Postal Prices and Fees, to implement new standards for mailing to Cuba. This revision is consistent with the exception in the Department of Commerce Export Administration Regulations regarding mail to Cuba pub­lished as a Federal Register final rule (June 13, 2008, Vol­ume 73, Number 115, pages 33671–33673).

Prior to mailing to Cuba, customers must abide by the gift parcel rules published in 15 CFR § 740.12 for general provisions governing sanctions and for comprehensive information about goods and services that may not be imported to or exported from Cuba. The maximum weight for gift parcels is 4 pounds. Potentially dutiable items may be confiscated upon entering Cuba or returned to sender.
