5. Universal Decision Analysis System

The Universal Decision Analysis System (UDAS) will be a standardized, analytical tool that observes program management principles and addresses five project phases: concept, planning, design, implementation, and review and close-out.

The plan is to test 2 projects in early 2005. This system will be used to track proposals as they are initiated and as they move through the review and approval process from project inception through implementation. If the pilot tests are successful, UDAS will be used throughout the organization for Decision Analysis Reports and will replace a variety of tools now used to plan for, and manage the work flow pertaining to decision analysis documents.
