Acting Vice President, Retail & Delivery Operations — Central Area
Elvin Mercado was named acting vice president, Retail and Delivery Operations, Central Area in March 2021. He will serve in this role while Krista Finazzo is on a special assignment.
In this role, Mercado is responsible for overseeing operations including delivery, customer service and administrative functions that serves 67 million customers, spanning over a 450,000 square mile geographic area in ten states. Central Area includes more than 33.6 million delivery points and 8,194 facilities.
Prior to this role, Mercado served as acting vice president, Retail and Delivery Operations, Atlantic Area, from November through December 2020. He also served as district manager, Westchester District, in New York State, district manager, Triboro District, and has held Postmaster positions in Manhattan and Bronx, NY. He also held positions as manager, Operations Program Support; manager, Customer Service; and manager, Customer Service Operations, all for New York District.
Focusing on employee engagement and Lean Six Sigma initiatives, Mercado has led his Districts and Post Offices to ongoing service and operational improvements. Acting as Executive-in-Charge of the Hurricane Recovery Team deployed to Puerto Rico in Caribbean District, he was instrumental in restoring services — and keeping USPS employees and customers safe after Hurricanes Irma and Maria in 2017.
Mercado has a bachelor’s degree in Business Administration from Monroe College in New York City. He is a graduate of the Advanced Leadership Program, Green Belt-certified, Black Belt trained in Lean Six Sigma, and platinum-certified in Analytics University. He graduated from Ohio State University with his master’s degree in Business Operational Excellence.
