DMM Revision: Revised Process for Postage Refund Appeals

Effective June 1, 2009, the Postal Service™ revised Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 604.9.2.8b to change the process for appealing denied refunds of unused dated meter postage.

Previously, when an authorized postage meter user was denied a refund for unused dated meter postage, the authorized user could appeal the adverse ruling to the manager, Postage Technology Management, at USPS® Headquarters, who issued the final agency decision. Now, the authorized user will appeal the adverse ruling, through his/her postmaster, to the manager of the Pricing and Clas­sification Service Center (PCSC), who will issue the final agency decision.
