City Carrier Assistants Who Elect Self and Family Coverage in the NALC CDHP or NALC Value Option Receive USPS Contribution

City Carrier Assistants (CCAs) are receiving open season mailings about the opportunity to elect health benefits coverage under the Federal Employees Health Benefits (FEHB) Program or the USPS® Non-Career Employee Health Benefits Plan.

CCAs should disregard any statements in health benefits materials or in the PostalEASE self-service enrollment system saying that the only way CCAs can receive a health benefits premium contribution from the Postal Service™ is to elect coverage under the USPS Non-Career Employee Health Benefits Plan, as this statement is not accurate.

Per the terms of the collective bargaining agreement with the National Association of Letter Carriers (NALC), CCAs who meet FEHB eligibility requirements and enroll in the NALC Consumer Driven Health Plan (CDHP) or the NALC Value Option will receive a premium contribution from the Postal Service of $125.00 per pay period for Self and Family coverage only. The NALC CDHP and NALC Value Option are offered as health plan choices under FEHB.

How to Enroll

To enroll in the NALC CDHP or NALC Value Option Self and Family coverage, complete the PostalEASE FEHB Worksheet and mail it to the HRSSC at:

For open season enrollments, worksheets must be received at the HRSSC by close of business December 10, 2013. The PostalEASE FEHB Worksheet is available on LiteBlue at https://liteblue.usps.gov:

The enrollment code for Self and Family coverage in the NALC CDHP is 325 and the enrollment code for Self and Family coverage in the NALC Value Option is KM2.
