Effective March 10, 2011, the Postal Service™ will revise the Postal Operations Manual (POM) Part 641, Establishment of City Delivery Service, to reduce the percentage of building lots improved with houses or places of business necessary to establish city delivery.
POM section 641.2b currently requires at least 50 percent of the building lots to be improved, which has led to occasional delays in the timeliness of establishing delivery when considering the entirety of a development. Commonly referred to as the “50 percent rule”, this revision adjusts the percentage from the current level of 50 percent down to 10 percent.

b. At least 10 percent of the building lots in the area to be served are improved with houses or business places. Where a house or building and its yard or ground cover more than one lot, all lots so covered are considered improved.
