    8. Management Process
The Postal Service has a flexible and robust management cycle that has been able to adapt to considerable uncertainties in the past. This process has been described previously in the Comprehensive Statement in the section on Strategic Planning. This year, the Postal Service has been working with the General Accounting Office (GAO) to provide Congress with quarterly updates on the financial condition of the Postal Service, and has been working closely with Congress and other agencies on documenting the options and costs for mail security. The Postal Service has also been working very closely with stakeholders in the development of the comprehensive Transformation Plan, due to Congress in March 2002. The changes that result from these initiatives will be reflected in the final FY 2003 Annual Performance Plan, due in September 2002, and in the next update of the Five–Year Strategic Plan, due in September 2003.
