4. Generate Revenue
The fourth major strategic goal is to
generate revenue to sustain the postal operating
network and improve service. The
annual objective is to enhance core services
and provide greater value to customers. The
measure is to achieve the revenue plan, and
an annual target has been set.

b. Comments
Revenues grew an estimated $2.1 billion
in 2003 over the previous year. The planned
growth was $3.7 billion. This revenue growth
was entirely the result of rate increases that
went into effect in late 2002. Revenues
would have declined for the second straight
year, if it were not for the rate increases
implemented on June 30, 2002. Volume
growth in 2003 was forecasted to be
adversely affected by competitive forces and
the carryover impact of rate increases implemented
on June 30, 2002. |
