SAN DIEGO — A close evaluation and analysis of local real estate holdings and work space requirements by the U.S. Postal Service’s San Diego District has identified the Midway Processing and Distribution Facility (P&DF) at 2535 Midway Drive as a valuable yet underutilized asset whose potential sale would generate much needed capital for the Postal Service and give an economic boost to the city of San Diego.
In other action, the San Diego District has initiated plans to expand the Margaret L. Sellers Processing and Distribution Center at 11251 Rancho Carmel Drive by approximately 75,000 square feet to accommodate two new Flats Sequencing System (FSS) machines, which could not be housed at the Midway P&DF.
The FSS is the latest improvement in mail processing technology now being phased in across the country. It processes flat mail (large letters, magazines and other periodicals) in mail delivery route order, virtually eliminating much costlier manual sorting and handling.
These two separate projects are examples of the Postal Service’s national strategies to reduce costs in the face of significant financial challenges. The expected savings to be realized would be in addition to the $6 billion in cost reductions achieved in its last fiscal year.
To begin the process for the potential sale of Midway P&DF, the Postal Service has retained the real estate professionals of CB Richard Ellis (CBRE) to issue a Request for Qualifications (RFQ). The purpose of the RFQ is to identify qualified candidates with appropriate credentials to purchase the highly desirable property. CBRE will also assist the Postal Service in structuring the sale of the property to a viable candidate that demonstrates the capabilities to successfully acquire the property and provide the highest level of potential revenue from its sale to the benefit of the Postal Service and its operations.
The RFQ for the Midway P&DF located at 2535 Midway Drive, San Diego, CA will close approximately March 31, 2010. At that time, the Postal Service will conduct a thorough review of the submissions. After evaluating the submissions, the Postal Service will pre-qualify a limited number of parties deemed most qualified to carry out the project and will request formal proposals from those parties.

A self-supporting government enterprise, the U.S. Postal Service is the only delivery service that reaches every address in the nation, 150 million residences, businesses and Post Office Boxes. The Postal Service receives no tax dollars. With 36,000 retail locations and the most frequently visited website in the federal government, the Postal Service relies on the sale of postage, products and services to pay for operating expenses. Named the Most Trusted Government Agency five consecutive years and the sixth Most Trusted Business in the nation by the Ponemon Institute, the Postal Service has annual revenue of more than $68 billion and delivers nearly half the world’s mail. If it were a private sector company, the U.S. Postal Service would rank 26th in the 2008 Fortune 500.
