Official mail

Official federal government mail includes Penalty Mail, Franked Mail and Prepaid Mail. Federal agencies may use Penalty Mail via meters, permits, Business Reply Mail®, PC Postage® and Priority Mail Express®. Franked Mail is generally restricted to current and former presidents and vice presidents of the United States and members of Congress.
