Information from the contents or cover of any customer’s mail may not be recorded or otherwise collected or disclosed within or outside the Postal Service, except for Postal Service operations and law enforcement purposes as specified in Title 39 of the Code of Federal Regulations (CFR) 233.3 and chapter 2 of the Administrative Support Manual.
