For records sought by or on behalf of a Congressional committee or subcommittee that oversees the Postal Service, promptly forward the request to the vice president, Government Relations, for response. Disclosure is the general rule. In most cases, only Executive privilege could justify nondisclosure. Other requests from individual members of Congress, including those made on behalf of a constituent, should be processed under the procedures in Chapter 4. A copy of any such request should be immediately forwarded to the vice president, Government Relations, on an informational basis.
