The Leadership Development and Talent Management Office has responsibility for responding to requests from third parties for permission to conduct surveys of Postal Service employees, or to conduct research about Postal Service operations, policies, or personnel. This does not include requests from Postal Service employees acting in their official capacity, nor does it apply to surveys or research conducted by third parties pursuant to a contract with the Postal Service. Postal Service employees advancing requests in furtherance of their obtaining an academic degree will be deemed to be acting in their official capacity. The benefits the Postal Service is likely to gain from the requester survey or research is balanced against the disruption of Postal Service activities and protecting the privacy of individuals.
