All shippers participating in the movement of mail must adhere to the requirements defined in Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®). In addition to adhering to the DMM requirements, shippers within Alaska choosing to participate in the bypass mail process must also adhere to the requirements in chapter 8 and Appendix A, and they must also complete the application in Appendix A, Attachment A.
