3-5.2 Evaluate Background and Training

Prior to appointment, the prospective COR must complete or have completed updated COR training as required, and provide a record of successful completion to the contracting officer. The prerequisite course is SUPM Contracting Officer’s Representative: COR, USPS Course Code 2015SUPM0026SS01 and is accessible in the Postal Service’s online training and development system. The contacting officer can waive this requirement in writing when appropriate (e.g., the prospective COR is an actively serving COR appointee on other contracts and has completed the most recent training within a 5-year period, or is a PCES or higher Postal official already cognizant of COR duties). All CORs must be familiar with and abide by the Standards of Ethical Conduct for Employees of the Ethical Branch, 5 CFR Part 2635, and the Supplemental Standards of Ethical Conduct for Employees of the United States Postal Service, 5 CFR Part 7001.

All active CORs must retake the COR training at least once every five-years, or more frequently if required by the Contracting Officer (example due to a substantive revision or new version of the course being released). The COR must provide a record of successful completion to the contracting officer who must verify the training was completed and maintain the record in the contract file.
