The contracting officer may not execute a contract modification that causes or will cause an increase in funds without having first met with the purchase/SCM team and obtained a certification of funds availability, except for modifications to contracts that are as follows:
The certification of funds availability should be based on the negotiated price. Modifications signed before there is price agreement may be based on the best available estimate.
