In accordance with Clause 3-2: Participation of Small-, Minority-, and Woman-owned Businesses, the policy of the Postal Service is to encourage the participation of SMWOBs in its purchases of supplies and services to the maximum extent practicable, consistent with efficient contract performance. The supplier agrees to follow the same policy in performing this contract and also agrees that any eventual subcontractors will also follow the same policy.
Clause 9-9: Equal Opportunity Preaward Compliance of Subcontracts states that a Prime supplier may not enter into a first-tier subcontract for an estimated or actual amount of $10 million or more without obtaining in writing from the CO a clearance that the proposed subcontractor is in compliance with equal opportunity requirements and therefore eligible for award.
