Summary of Changes

Permanent Note: On May 1, 2006, the Interim Internal Purchasing Guidelines were replaced by the Postal Service's Supplying Principles and Practices (SPs and Ps).

Effective February 1, 2013, the following parts and sections of the SPs and Ps have been revised or deleted:

Administrative

The titles and organizational references have been updated throughout this text as necessary and as a result of USPS and SM reorganization.

3-2 Announce Award

3-2.1 Advance Announcement of Contract Award to Corporate Communications

• Communications has been revised to delete the requirement for advance ann ouncements of Board of Governors’ approved programs. In addition, the process for preparing and issuing advance announcements for awards valued at $5 million or more or for awards that are highly visible or sensitive has been streamlined.

3-2.2 Publicizing Contract Awards

• Has been revised to state that a supplier may not refer in its public statements or commercial advertising that it has been awarded a Postal Service contract.

8-4.6 Security Considerations

• Has been updated to reflect changes to Handbook AS 805-A, Information Resource Certification and Accreditation Process, and related Clauses and Provisions titles.

Clauses and Provisions

Clause B-25: Advertising of Contract Awards (February 2013)

• Has been revised to require the supplier not to refer in its public statements in addition to commercial advertising to the fact that it was awarded a Postal Service contract or to imply in any manner that the Postal Service endorses its products.

• Has been changed to Clause 4-19: Information Security Requirements Resource (February 2013).
