Simplified purchasing is a competitive business practice that purchase/SCM teams may use to contract for relatively small dollar value requirements. As a purchasing process, it closely resembles the standard Postal Service process of (1) planning, (2) solicitation, (3) evaluation, (4) discussions and negotiations, and (5) contract award. However, simplified purchasing allows for a streamlined evaluation process based on price, past performance and supplier capability. It can serve as an efficient and effective business practice and should be used for commercially-available goods and services. The use of simplified purchasing does not obviate the need to follow all applicable laws, regulations, and policies.
