Section 2-10-3.5, Contracting Officer Evaluation and Recommendation, has been revised to add text stating that the contracting officer must address the Competition Advocate’s (CA) recommendations in his or her written evaluation and recommendation of a Noncompetitive Purchase Request. Additionally, the purchase method approval authority must send a copy of his or her approval or nonapproval to the contracting officer and the contracting officer must forward a copy to the CA.
Section 5-8.9, Administration of Change Orders, has been revised to state that contracting officers should include a release of claims in a supplemental agreement in order to ensure that all parties have reached a complete understanding and resolution of all of the issues. Sample language for a statement of release has been added to this section.
